I use this: http://www.ifranview-free-download.com/opt/After installing, go to 'Image' on the menu and then click on 'resize/resample'. I usually use the % reduction making sure that the 'preserve aspect ratio' box is checked. then just check the properties until you get it down to the 250kb threshold.
